Brian is a native Santa Rosan and has been a Russian River user for over 40 years. He has a degree in Environmental Studies and Political Science from U.C. Santa Barbara and an MBA from Golden Gate University. An energy conservation consultant since 1977, he is the principal of North Coast SolarResources in Santa Rosa. An avid salmonid fisherman and habitat restorationist, he also served on Trout Unlimited's National Resources Board and currently is on the board of Friends of the Russian River.

An active member of Trout Unlimited since 1989, Howard has worked on TU  projects in his local area of Los Angeles as well as in the Golden Trout Wilderness in the southern Sierra Nevada mountains.  He currently serves as a member of the management committee for the Southern California Steelhead Coalition and is the Volunteer Project Coordinator for the state’s Golden Trout Restoration Project.  A big proponent of youth education, Howard sits on TU’s National Youth Advisory Committee.  He was a contributor for the Boy Scouts of America’s Fly Fishing merit badge pamphlet and was instrumental in the writing of a new fishing ethics book published by the Leave No Trace Center for Outdoor Ethics.  Howard is a recipient of TU’s National Distinguished Service Award and has been recognized for his conservation efforts by the California Department of Fish and Game, US Forest Service, the Boy Scouts of America , and the US Fish and Wildlife Service.
